Youth Council Membership

Although the Youth Council is not the only allowable sub-committee of the Workforce Investment Board (WIB), it is the only mandatory sub-committee of the WIB.  The Youth Council members have an exciting opportunity to exercise their knowledge of the youth community by developing youth service strategies, making recommendations to the WIB, maintaining oversight of the service providers and coordinating the activities of the partners. The Youth Council members have four responsibilities including:
  1. Developing portions of the local service plan that relate to youth services;
  2. Making recommendations with regards to youth service providers whom might be considered for competitive grants or contracts;
  3. Conducting oversight of youth service providers;
  4. Coordinating youth activities between the members of the partnership.
Additionally, the Chair of the full board may assign other responsibilities as appropriate.

Members of the Youth Council are not required to be members of the full board.  However, those who are not approved members of the full board have no voting rights on the WIB.

The membership of the Youth Council must include the following:
  • Members of the full board with a special interest or expertise in youth policy;
  • Representatives of youth service agencies, including juvenile justice and local law enforcement agencies;
  • Representatives of local public housing authorities;
  • Parents of eligible youth seeking assistance under the Workforce Investment Act;
  • Individuals or former participants, including representatives of youth-serving organizations that have experience relating to these activities; and
  • Representatives of the Job Corps as appropriate.

In addition to these mandatory members, the Chair of the full board may appoint other individuals.  All potential members must be approved by the Workforce Investment Board in cooperation with the chief elected official.
