The Governing Body Whereas the Workforce Investment Board is
authorized with the oversight responsibilities of the Workforce
Development Partnership, the Governing Body exercises authority of the
Golden Sierra Job Training Agency. The Governing Body was created
with the signature of a Joint Powers Agreement between Alpine,
El Dorado and Placer
Counties. Technically, this body is
the recipient of the Workforce Investment Act funds. This, in
conjunction with the fact that the Workforce Investment Board was
created by the Workforce Investment Act, is the reason why many
decisions made by the Workforce Investment Board must also be approved
by the Governing Body. The Governing Body membership is comprised
of one elected supervisor from each of the three member counties. In
addition, the Chair of the Governing Body has signature authority as
the Chief Elected Official.
